ARTICLE I  MISSION

 

The Horner Fellowship was endowed through the generosity of the late Dr. Layton “Jack” Horner and his wife Marian. Under the auspices of the Arizona Library Association, this unique Fellowship was created in 1989 to foster cultural understanding and to facilitate informational exchanges between Arizona and Japanese librarians. In 1999 Arizona Library Association (AzLA) and Japan Library Association (JLA) entered into an informal agreement to sponsor exchanges. In 2008 AzLA and JLA entered into an official reciprocal exchange agreement.

 

ARTICLE ll  PURPOSE

The purpose of the Horner Fellowship Committee is to promote and facilitate reciprocal professional exchanges between Arizona and Japanese librarians in cooperation with Arizona Library Association’s President and Executive Board, and the International Relations Committee of Japan Library Association (JLA).

 

ARTICLE lll  GOALS AND ISSUES

The goal of the Committee is to administer and promote the Fellowship in accordance with the wishes of Dr. Layton “Jack” Horner and his wife Marian.

 

As issues within the Committee arise, they shall be addressed by consulting the bylaws, the Horner Fellowship Committee Handbook, the Horner Books (the Fellowship archive), the AzLA President, the AzLA Treasurer, the AzLA Executive Board, former Homer Fellows, and/or our Japanese colleagues at JLA as the situation warrants.

 

ARTICLE IV  LEADERSHIP

 

Section I  Membership of this Committee shall consist of the following AzLA members in good

standing:

  • Current Chair
  • Immediate-past Chair
  • A Former Horner Fellow (preferably the most recent AzLA recipient of the Horner Fellowship Award)
  • At least one member fluent in the Japanese language and cognizant of Japanese culture
  • Librarians representing each type of library: academic, public, school (teacher-librarian), and special libraries

 

Section II  An odd number of Committee members is recommended.

 

Section III  Appointment procedure

The Arizona Library Association President shall appoint the Chair in cooperation with the Horner Fellowship Committee. The Chair shall recruit members for the Committee.

 

Section IV Terms of office

  • The Chair serves for two as chair and one year as immediate-past chair
  • The Chair-Elect serves for at least one year as chair-elect, two years as chair, and one year as immediate-past chair
  • All other members serve for one year but may be reappointed

 

Section V Vacancies

A vacancy of the position of chair or chair-elect shall be filled by the President of AzLA in cooperation with the Horner Fellowship Committee.  By mutual consent, a chair may serve more than one term. Other vacancies on the committee shall be filled by the chair.

 

ARTICLE V  AzLA/JLA LIAISONS

Section I  To maintain a viable relationship with Japan Library Association, planning meeting exchanges between the Horner Fellowship Committee and JLA’s International Relations Committee shall be arranged as needed.

Section II  It is recommended, although not required, that an AzLA/JLA liaison be conversant in Japanese and English. 

Section III  A liaison from AzLA shall be appointed by members of the Horner Fellowship Committee with approval from the AzLA President and Executive Board. A liaison from JLA shall be selected by JLA's International Relations Committee with funding approved by the AzLA President and Executive Board. 

 

ARTICLE VI  DUTIES AND RESPONSIBILITIES

Section I

  • Oversee, administer, and promote the Horner Fellowship
  • Review regular reports on the Horner Fellowship Endowment Funds and budget process from the AzLA Treasurer
  • Maintain and nurture the Committee’s relationship with Japan Library Association’s International Relations Committee
  • Announce the application process through all available AzLA communication media.
  • Interview the top three candidates
  • Select Fellows according to established criteria
  • Announce the recipients
  • Prepare the Fellows for an exchange
  • Facilitate reciprocal exchanges with our Japanese colleagues
  • Report on the exchange
  • Maintain the Homer Book as the official record of Horner Fellowship Committee activities
  • Keep AzLA Homer Fellowship web space up to date
  • Maintain a relationship with AzLA’s International Interest Group
  • Maintain a relationship with Donna Lee Siple, Horner Family Representative

 

ARTICLE  VlI  BOOKS AND RECORDS

Section I  The Committee shall keep correct and complete records of committee activities. The Horner Books Archive contains historical information, official documents, operational guidelines and the annual budgets. The chair is responsible for the preservation and maintenance the Horner Book(s) as the official record of Horner Fellowship Committee Activities. The Horner Books Archive shall be presented to the committee chair upon taking office.

 

ARTICLE VllI  MEETINGS

Section I  The chair or an alternate committee member shall attend the quarterly AzLA Executive Board meetings and submit a written and oral report of committee activities. The chair or an alternate shall attend the Business Meeting at the annual AzLA Conference and submit a written annual report to the membership.

 

Section II  Other meetings shall be held as needed to transact Committee business.

 

ARTICLE lX  COMMITTEE ASSIGNMENTS

Section I The Horner Fellowship Committee shall work with other AzLA committees as required:

  • The Conference Program Committee to sponsor each Horner Fellow’s presentation at the annual conference via the International Interest Group.
  • The Awards Committee to present a plaque to a returning Fellow at the annual conference.
  • The Communications Committee to promote the Fellowship.
  • Ad hoc committees may be created within the Horner Fellowship Committee as needed.

 

ARTICLE X  COMMITTEE REPORTS

Section I  The Committee Chair shall submit a report at the quarterly Executive Board meetings and shall submit an annual report.

 

Section II  Fellows shall submit a digital report to the Chair chronicling their exchange to be published in the AzLA Newsletter and on the AzLA Horner Fellowship Committee website.

 

ARTICLE XI  BUDGET

Section I  The Horner Fellowship Endowment Fund: Management of the endowment fund will reside with the AzLA Executive Board. All decisions pertaining to the Fund will be shared with the Chair of the Horner Fellowship Committee. According to the expressed wishes of the Horners, the endowment principal may not be touched. It is a permanently restricted fund. Interest from endowment investments shall be used to administer the fellowship and to fund exchanges.

Section II  The Committee shall submit an annual budget, manage the budget in cooperation with the AzLA President and Treasurer, keep a ledger, and oversee the transfer of allocated exchange funds.

Section III  AzLA Treasurer Reports: The Committee chair shall review the AzLA treasurer's quarterly reports.

 

Section IV  Management Fund Reports: The committee shall review the quarterly reports and an annual report submitted by the Wachovia Securities (or the current financial manager) of the Homer Fellowship Endowment Fund from the AzLA Treasurer.

 

Section V  Donations to the endowment fund shall be directed to the AzLA Treasurer. Donation acknowledgements shall be written by the AZLA President and reported to the Horner Fellowship Committee on a quarterly basis.

 

ARTICLE XlI  EXCHANGE CYCLE

Section I  A biennale exchange cycle has been established for AzLA/JLA reciprocal exchanges. An Arizona librarian will travel to Japan on odd numbered years. A Japanese librarian will travel to Arizona on even numbered years.

 

ARTICLE XllI  APPLICATION PROCESS AND PROCEDURES

Section I An announcement promoting the Fellowship and informing AzLA members about the application process shall be placed in all AzLA communication media. JLA shall facilitate the selection and preparation of a Fellow from Japan.

 

Section I  The Applicants' Procedure: Applicants should send the following information to the Chair of the Horner Fellowship Committee:

  • A current resume.
  • A Letter of Application, which should address:

A.     A valid and serious purpose for making the exchange

B.     The expected benefits of the exchange for the applicant’s career development

C.     The contribution the proposed exchange will make to Arizona Librarians

D.     The name, address, phone number and e-mail address of three professional references

E.      A letter of support from the applicant’s current Library Director or supervisor which should address:

§  The administrator’s confidence in the applicant as an exchange Fellow

§  A willingness to support a leave of absence for the exchange

§  A willingness to host/support a Japanese Librarian exchange in the future

 

Section II  As a requirement of the application and selection process, the selected candidate must read, understand, and sign:

  • a Memorandum of Understanding
  • a Model Release
  • an Emergency Information Sheet
  • a Voluntary Assumption of Risk & Release of Liability for International Travel form

 

Section III  It should be understood by each Horner Fellow that s/he officially represents AzLA during the exchange. The Fellow is the guest of our hosts in Japan. Our Japanese colleagues are not expected to host family members or companions during the duration of the exchange. Family or friends are welcome to join a Fellow in Japan before or after the exchange.

 

Section IV  Travel insurance is required.

 

ARTICLE XIV  SELECTION CRITERIA FOR AN ARIZONA HORNER FELLOW

Section I  Applicants must:

  • Be an AzLA Member in good standing.
  • Be currently employed in an Arizona Library doing the work of a librarian1
  • Have a minimum of three years library experience
  • Be in good health
  • Have strong references
  • Be willing to share their exchange experience with AzLA members in the form of a digital report, to be published in the AzLA Newsletter, and posted to the AZLA website
  • Be willing to make a presentation at the annual AzLA Conference
  • Be willing to actively serve on the Homer Fellowship Committee

 

Section II  To facilitate a fair and equitable selection process and to foster a balance statewide, secondary criteria that may be considered are:

  • Support of the candidate’s affiliate institution for the exchange
  • The strength of the stated purpose for the exchange
  • Geographic location within the state
  • Type of library (academic, public, school or special)

 

ARTICLE XV AMENDMENTS

Section I  A proposal to amend the Horner Fellowship Committee Bylaws shall be initiated by the committee and presented to the AzLA Executive Board for approval by the committee chair.

Section II  A proposed amendment shall become effective pending notification by the AzLA president that a majority vote of voting Executive Board members present at a meeting of the Association or by a majority vote of voting Executive Board members responding to a vote by mail has approved the amendment.
